The evident flooding must have started just before Fontaine's alleged death, as not all of the crates have been moved above the water level. It was most likely used as a place for storing smuggled goods. The first area Jack visits in the Smuggler's Hideout. That mattress gives a new meaning to the term "waterbed". However, Jack comes to find that it's not as abandoned as it first appeared. With both entrances sealed, it appears that no one has been using the Hideout since Fontaine's death. Jack has been instructed to rendezvous with Atlas at the Smuggler's Hideout in order to escape Rapture with his family. Fontaine also likely used his fishing fleet of submarines to transfer contraband from the surface, allowing much greater scale and scope to the operation, matching the size of the facilities involved. The smugglers also stole large quantities of alcohol from the Rapture Port Authority. According to Peach Wilkins, they had to take Fontaine's mini sub (although there's only a bathysphere ready) topside twice a week, pick up some choice goods not available in a remote place like Rapture: beef, real tobacco, and some little extras (bibles, movies etc.). Attempting to enter without completion of the Creeper Infiltration quest will prevent you from entering, even if the player is wearing a Creeper Mask.After Frank Fontaine recruited his crew, this became the place where the smugglers went about and did their business.If you take off the Creeper Mask after entering the cave, you will be teleported back to the entrance.This is one of the two locations in the Wynn Province where Creepers can spawn, the other being the Lost Sanctuary.The mask can be bought from the Mask Merchant in the Hidden Village. The only way to enter the hideout is to wear a Creeper Mask.It is filled with friendly Creepers that will not attack you even if you attack them, as long as you have the Creeper Mask on, and drop Creeper Powder. The cave itself is involved in the Creeper Infiltration and Temple of the Legends quests. At the end of the parkour, a charged Follower Creeper is found, and it will blow up the entrance to the cave for you.
